Our Strategic Plan
The East Port of Spain Strategic Development Plan (the Plan) is a framework to guide the social and economic transformation of East PoS over the next 10 - 15 years.
The Plan is a guide for urban revitalisation, utilising proven and time-tested strategies based on real-world success stories.
Our Goals and Themes
The approach to bring about the physical, social, and economic transformation of the East Port of Spain Metropolitan District is multi-pronged and can be broken into four thematic areas:
Theme
1
Enhancing Community and Surroundings
Love of self is also intimately tied to dignity of surroundings and living conditions. Here, efforts aim to improve the standard, and increase the availability of housing across all income levels and meeting the needs of evolving demographic realities.

Developing the Business Eco-System
Inadequate access to meaningful employment continues to plague the East PoS Metropolitan District. This theme seeks to target this imbalance by improving the health and functionality of the entire economic/business ecosystem.

Re-Establishing Safety and Security
Although East PoS in many ways has developed a reputation as an unsafe place, the reality is far more nuanced. This theme aimsto tackle criminality through multiple approaches, including environmental design and law enforcement activities.

Focusing on the People
This theme seeks to achieve transformation through people-centered development, which recognises that people are at the centre of the development process and that human development is the key to achieving and sustaining community revitalisation.
