The East Port-of-Spain Development Company is a Limited Liability Company, wholly owned by the Government of Trinidad and Tobago, under the jurisdiction of the Ministry of Planning and Sustainable Development. The Company is mandated to improve the economic, social and physical environments in East Port-of-Spain, an area bounded by Charlotte Street, Lady Young Road and the Beetham Highway and including the communities of Morvant, Never Dirty, Caledonia, Beetham, Katanga and Sea Lots.

JOB TITLE: Community Planner

REPORTS TO: Senior Community Planner
JOB PURPOSE: The incumbent contributes to the achievement of the Planning and Design Unit's goals by undertaking a variety of tasks related to integrated socio-economic, environmental and spatial planning at the community level, including establishing and maintaining a good working relationship between the Company, the community, contractors and other stakeholders.

MAJOR DUTIES & RESPONSIBILITIES

  • Design and conduct spatial and other surveys and collate and analyze data to develop and maintain databases of planning related information, including community resources.
  • Prepare technical reports and planning documents.
  • Collaborate and consult with community groups, developers and public and private sector stakeholders to facilitate meaningful participation for development planning and project identification, implementation and monitoring.
  • Prepare land-use proposals, policies and development guidelines to achieve sustainable development.
  • Prepare development and design briefs and create design concepts for planning and development projects.
  • Liaise with regulatory agencies and internal and external stakeholders to facilitate implementation of development plans and projects.
  • Facilitate implementation of development plans and projects.
  • Perform related duties as assigned.
REQUIRED QUALIFICATIONS, EXPERIENCE AND SKILLS
  1. Sound knowledge of spatial planning principles, techniques and practices at the local area and regional levels
  2. Working knowledge of the use and application of Geographic Information Systems (GIS) in land-use/spatial planning
  3. Knowledge of planning and related legislation, social analysis and social policy
  4. Strong analytical and presentation skills
  5. Good interpersonal and communication skills
EXPERIENCE AND TRAINING
Minimum Qualifications: Masters Degree in Urban Planning or Urban Design.
Minimum Experience: Previous relevant work experience in planning, social policy, community development or closely related disciplines is preferred.

JOB TITLE: Engineering Technician

REPORTS TO: Projects Manager
JOB PURPOSE The incumbent provides engineering related services on physical infrastructure and construction projects within East Port-of-Spain.

MAJOR DUTIES & RESPONSIBILITIES
1. Conduct site visits on all project sites.
2. Assist the Projects Manager and/or Engineer to assemble projects and related information.
3. Assist other project staff in the maintenance of standards and quality of works on project sites.
4. Assist in the preparation of project schedules, project methodologies and implementation plans.
5. Assist in developing scope of works, specifications and drawings for all projects.
6. Provide guidance and oversight to contractors under the supervision or direction of the Projects Manager and/or Engineer.
7. Perform related duties as assigned.

REQUIRED QUALIFICATIONS, EXPERIENCE AND SKILLS
Computer literate with a good working knowledge of CAD
Ability to read and interpret drawings
Ability to produce neat sketches of engineering work
Knowledge of construction practices
Ability to work well as part of a team
Ability to supervise and instruct persons
A valid Trinidad and Tobago driving permit and a minimum of five (5) years driving experience

MINIMUM EXPERIENCE AND TRAINING
Minimum qualifications:
BSc. HNC or HND qualification, or equivalent, in Civil Engineering or Building Construction.
Minimum experience: A minimum of five (5) years relevant work experience in design and field work, or any suitable combination of experience and training.

JOB TITLE: GIS/CAD Technician

REPORTS TO: Projects Manager
JOB PURPOSE: The incumbent contributes to the GIS Unit’s goals by collecting, analyzing, and interpreting spatial information from topographical and cadastral maps, aerial photographs, and satellite data and preparing maps, drawings and other spatial data in digital or graphic form.

MAJOR DUTIES & RESPONSIBILITIES
1. Source, compile and update topographic and cadastral maps.
2. Create, maintain and update digital databases.
3. Examine, analyze and interpret data from ground surveys, reports, maps, aerial photographs, and satellite images.
4. Apply GIS solutions to spatial planning.
5. Create CAD drawings for layouts, engineering design and infrastructure projects.
6. Produce visual representations of design concepts and layouts.
7. Perform related duties as assigned.

REQUIRED QUALIFICATIONS, EXPERIENCE AND SKILLS
• Knowledge of mapping and surveying principles
• Considerable knowledge of ESRI range of GIS software packages, and applications commensurate with job responsibilities
• Demonstrable computer aided design experience
• Extensive knowledge of AutoCad and other relevant software
• Ability to establish and maintain effective working relationships with team members

TRAINING AND EXPERIENCE
Minimum Qualifications:
GIS and CAD Proficiency or Technician’s certificate
Minimum Experience: Three (3) years’ experience in a similar position

JOB TITLE: HR/Administrative Officer

REPORTS TO: Managing Director
JOB PURPOSE: The incumbent contributes to the achievement of the Finance and Administration Unit’s goals by undertaking a variety of tasks related to planning, organizing and implementing administrative systems as well as supervising staff.

MAJOR DUTIES & RESPONSIBILITIES
8. Reviews résumés and applications for positions, schedules interviews, do reference checks on successful candidates and prepares appointment letters.
9. Updates job descriptions for all positions and prepares employees for assignments by implementing orientation programmes.
10. Notifies persons of performance review schedules, sends out forms and provides guidance as required.
11. Prioritize; assign tasks and projects to Administrative staff; track and review work progress; evaluate work performance; provide feedback, direction and guidance/coaching.
12. Ensure the establishment, completeness, accuracy and maintenance of the employee database of training, qualifications and skills, assist in identifying training needs, preparing training schedule and executing training plans to bridge competency gaps which exist within the Company.
13. Monitor and authorise purchase of stores and requisitions and allocations of same.
14. Ensure all department leave and other related employee information is processed and updated on the employee database and coordinate an annual leave schedule.
15. Keep abreast of new developments in human resource management and recommend changes to management accordingly.
16. Prepare and update approved changes to human resource policies and procedures; notify staff of changes and ensure adherence to all established corporate policies and procedures by all staff.
17. Prepare correspondence, minutes, reports and other related documents as required. 18. Implement and update filing, retrieval and retention system for all personal files and maintains required records and documents 19. Perform other related duties as assigned.

JOB TITLE: Community Liaison Officer

REPORTS TO: Senior Community Planner
JOB PURPOSE: The incumbent undertakes a variety of tasks related to establishing and maintaining a good working relationship between the Company, the community, contractors and other stakeholders.

MAJOR DUTIES & RESPONSIBILITIES
1. Identify community needs, issues/challenges, opportunities and priorities
2. Identify major problems and communicate to Community Working Group and EPOSDC
3. Publicise development programmes and objectives among residents
4. Solicit community support and ownership of projects and programmes
5. Establish and maintain a skills bank of community resources
6. Liaise with internal and external stakeholders to facilitate development projects
7. Collaborate and consult with community leaders and groups, contractors and other stakeholders to monitor on-going projects and
8. Provide feedback to Company and prepare monthly reports 9. Perform related duties as assigned

REQUIRED QUALIFICATIONS, EXPERIENCE AND SKILLS
Sound knowledge of local communities in East Port of Spain
Previous experience in community development activities
Good interpersonal skills

MINIMUM EXPERIENCE AND TRAINING
Minimum qualifications:
Certificate and training in Social Work
Minimum experience: Previous relevant work experience in community/social work is preferred.

JOB TITLE: Administrative Assistant - Projects

REPORTS TO: Project Manager
JOB PURPOSE: The incumbent contributes to the achievement of the Projects Unit’s goals by performing various administrative, project support duties.

MAJOR DUTIES & RESPONSIBILITIES
1. Create, maintain, organize and update electronic documents, spreadsheets and databases.
2. Produce and communicate information by relevant methods to facilitate the Company’s operations and provide effective service to internal and external stakeholders.
3. Produce relevant reports on the status/progress of development projects.
4. Interpret instructions and implement actions according to administrative policies and procedures.
5. Arrange and participate in meetings, conferences, and project team activities; take minutes and circulate same.
6. Liaise with internal and external stakeholders as required.
7. Perform routine clerical functions as required. 8. Perform related duties as assigned.

REQUIRED QUALIFICATIONS, EXPERIENCE AND SKILLS
Excellent interpersonal and communication skills (orally and in writing).
Computer proficiency in word processing, spreadsheets and database applications and internet use.
Knowledge of MS Project will be an asset.

MINIMUM TRAINING AND EXPERIENCE
Minimum Qualifications: Bachelors Degree in the Social Sciences or related discipline.
Minimum Experience: Minimum of two (2) years relevant work experience. Any suitable combination of training, qualifications and work experience will be considered.

JOB TITLE: Project Coordinator - Visual Arts

REPORTS TO: Project Steering Committee and Communications Officer DURATION: Three (3) months
JOB PURPOSE: The incumbent contributes to the Company’s outreach to schools, communities and the socio-cultural development of East Port of Spain under the direction of a Steering Committee.

MAJOR DUTIES & RESPONSIBILITIES
1. Review the draft project document prepared during the pilot phase; consult artists, teachers and presenters involved to date, and expand the documentation for approval and implementation of a full scale project for assistance to the visual arts over a two-year duration.
2. Assist in the ongoing scheduling and delivery of project outputs/deliverables.
3. Assist in the preparation of correspondence or applications for complementary assistance to prospective donors, taking into consideration the format requirement/s of the donor agency.
4. Prepare a programme framework, taking into consideration the feedback from donors, the community, teachers and contributors, for implementation of the expanded phase commencing in January 2013.
5. Undertake related logistical activities as required to expedite the arrangements for expansion of project by January 2013.
6. Prepare appropriate instruments and methodology for monitoring and evaluation of the project during implementation.
7. Prepare monthly project status/progress reports for consideration of the Steering Committee. 8. Perform related duties as assigned.

REQUIRED QUALIFICATIONS, EXPERIENCE AND SKILLS
Ability to communicate effectively orally and in writing.
Experience in computer applications for word processing and graphic presentations.

TRAINING AND EXPERIENCE
Minimum Qualifications:
Appropriate qualifications related to the visual/performing arts
Minimum Experience: Previous experience in a similar position. Working experience in East Port of Spain will be an asset.
